Comelec eyes party-list proclamation

The Commission on Elections is considers the possibility of proclaiming some, or all, of the winning party-list groups within the week, or as early as Thursday afternoon, after tallying 95% percent of the votes in the 2013 mid-term national election.

Some representatives of part-list candidates have manifested their intention to move for the proclamation, citing that the remaining Certificates of Canvass would no longer affect their standing.

The move is being made even as a Supreme Court ruling is pending to resolve the status of 12 disqualified party-list groups: A-Ipra; Abang Lingkod; Anad; Ang Galing Pinoy; Atong Paglaum; Senior Citizens; Smart; 1st Kabagi; Bantay; Cocofed; Binhi; and Kap.

Only 68 Certificates of Canvass from overseas absentee votes are left to be encoded, most of which are from 80 countries with zero votes out of over 3000 registered voters.

As of posting time, some 95 percent of the total votes has been completed.

So far, the 25 leading party-list groups appearing in the partial tally include:

The National Board of Canvassers is expected to resume the canvass session at 1:30 Thursday, where its members say they could announce whether or not they are ready to partially proclaim party-list winners.
